Ladies, are you interested if you look at a guy more than 2x and he doesn't have something stra

I've heard of it as the 3 look rule.

Obviously, if a girl doesn't make eye contact, most of the time she is not interested.

But if you look at a guy 3+ times, does it mean you're interested and/or would like him to approach you (as long as he doesn't have anything unordinary about him like pink hair, a broken/huge nose, etc.). If so, why would you look at a guy who is at worst decent looking 3x if you weren't interested?
